Why couldn't an atheist or agnostic ever be elected President?

In the "land of opportunity" anyone can become anything they want unless they have the wrong or no religious affiliation. Are atheists or agnostics seen as immoral or unethical? Many people who have claimed to be religious have done immoral or unethical things throughout history.
