Some communities actually have a hoarding task force to deal with people in your mother's situation. It appears that she needs both a therapist to deal with the mental health issues and concrete help with the aculated trash. You might call codes enforcement for your mother's community and see if they have one. I would doubt that she could actually give your daughter a disease if you met her somewhere away from her home, and that is all I suggest you allow until there is a clean up.
