How can there not be enough DNA at a crime scene to identify a criminal?

Ben Roethlisberger was just let off of allegations of ual ault because they could not match him to the DNA found on the victim since there was not enough. In school, we learned that you can use the PCR to multiply DNA into millions of copies from 1 strand. How could there not be enough DNA to create a profile?
