Is rotten bait better for shark fishing?

I just started a chum bucket that I put scrap parts of bait, and used bait into. I leave it outside and it's really ripe and stewed from the sun and all the stuff fermenting in there. I also keep fresh bait in the freezer and when nothing takes that, it goes in the chum bucket. The bucket is really disgusting and offensive to others on the pier lol. Is all of this worth doing?
