Why is my internet so slow? Is it my computer or the network?

I have HUGHES "high speed" internet and no joke, I've been trying to ask this question for 45 minutes. I've deleted some programs I never use anymore to make more memory or whatever, hoping that'd speed it up a bit, but so far no luck. We have another computer and it's not working, as well.. Is it the network or the computers? What can I do to fix this?
